If you want true DMCA-ignored hosting you need a company head-quartered in either Malaysia or the Netherlands with servers located there and you want them to explicitly be a DMCA-ignored host (e.g. orangewebsite.com). But that doesn't mean your audience will be able to see your website if gets blocked in other countries which is exactly what is likely to happen with a large site pirating content.
For free speech you're looking for countries like Norway, Iceland, Netherlands, or Switzerland. Note that the only on both lists is Netherlands, and the company has to be head-quartered and have their servers there or your protections that you think your website/server has is redundant.
