Dynamic url destroy link?

I know that dynamic urls such as file.php?cat=main&list=4 arent any good for search engines however does this actually make the entire link useless?

By this I mean when a search engin comes across a dynamic link like above does it just discard the entire thin and not index any of it or would it just work with what it can and index just file.php

Any ideas?
