I used to use tables for my old site, but now i've learnt CSS, dont think i'd go back to tables in a hurry, simply because of the power you have with css!
PAID - I can't understand why you wouldn't want it, the benefits like support and control with good stats!!
Plus quite a few free hosts dont allow php pages on there sites for security reasons!

I use a company called modhost, they are US based company with excellent support (only used it once but they replied within the hour), i've never noticed or had any down-time reported.
