I think hes offering the banner ad in exchange for a link just so that he does get some PR he may have missed out on the last update or something

yes thats cos its looking for http://pavsta.com which indeed has no pagerank same as http://www.prlookup.com/search.php?hl=en&ie=UTF-8&oe=UTF-8&q=kaziaz.com which also has no pagerank. You can check using the google toolbar or use a better site to check e.g.: http://www.rustybrick.com/pagerank-prediction.php or http://www.jolz.com/pagerank.php
