Quality is very important but then you need to think of the people still using a 56k connection so compressing images are good but not so you loose to much quality. Also finding a decent host that has fast servers help,
lol i didnt think of that "something else" till i read this but anyways for me its quality over size, i mean i try to make it small as possible for us on slower inet but still.
I dont think you can put a finite number on it for saving in photoshop or paint shop, Since every picture can be optimized differently. It all depends on what works for the image, wether its GIF, JPEG or PNG....and then with each of those their is the different optimizations you can preform....and dont forget that JPEGs usually liked to be blurred a little....
So on one image you could have the jpeg quality at 100% and a little blur and have a decent looking image at a small size or perhapes you might need to save it at 30% quality and less blurr and get a decent looking image at a manageable size....then agian GIF may work better for the image or even png......\
