Def Fixed, however that doesnt mean it can be some what liquid. sites should be as fixed as possible so it they dont look like crap, I mean we have SCROLLBARS on every app for a reason....
It all depends on the site and the content...
If you can get a liquid layout to work well, go with it.
If not, or if you'r laze, there is no problem going for fixed.
