restrictions in vb based on reputation

anyone can give me pointers on how to implement restrictions in vbulletin based on the vbulletin reputation system.

e.g. if a member of the forum has negative reputation points (less than 0), he cannot create new threads

any help at all is appreciated. thanks!!!
