No, you cannot do this with raster images.
You can do this relatively easily with vector images because they aren't done in the same way as rasters.
A raster image is a grid of pixels which have a set place and colour while a vector is drawn using math and has no set pixel grid like rasters, a vector is only really rendered when it is displayed.
Vectors don't lose their quality when resized or changed while rasters become blocky because you are resizing the pixel block, meaning more pixels need to be set to the colour of the pixel you're resizing and curves and edges which would normally appear smooth stand out more.
Using JPEG compression and resizing .jpg images can only lead to more problems sicne jpg compression is lossy, the edges become fuzzy and when resizing, it looks awfully fuzzy.
Applications like Fireworks (Adobe Macromedia) are designed to create vector graphics while Photoshop isn't specifically designed for such things as it's a photo editor.

You would need to redraw it as a vector.
your best bet is to redraw it as a vector or leave it alone.
