I've noticed that on arstechnica.com, they have their filenames set up in such a way that the extension is .ars, and I'm pretty sure they're using PHP. If I had access to php.ini, would I be able to select my own extension?

Add that into your .htaccess and you'll be running smoothly. Any .ars file will be parsed by php
