Filenames

I've noticed that on arstechnica.com, they have their filenames set up in such a way that the extension is .ars, and I'm pretty sure they're using PHP. If I had access to php.ini, would I be able to select my own extension?

You don't need access to php.ini, you can use .htaccess to do it.
    AddHandler application/x-httpd-php ars

Add that into your .htaccess and you'll be running smoothly. Any .ars file will be parsed by php :)

Also the .htaccess file must be placed in your home folder...

Yah, In your root public_html or www folder, depends on what server you're using.
