Does anyone know what the legal stand is on the registration of internet based companies?
Do they have to register their business to be considered a legal company?
Are companies supposed to provide their Terms of Service upon request if not included on their web site?

The answer to the first part of your question is "no." Here in the US, we call the "registering your company" your referring to as "incorporating". You can still run an online "company" as an indivitual but without incorporating you run the risk of personal liability if something goes wrong so it's not wise. When it's a one person company like that, it's ofent referred to as a "Sole Proprietership.{@}
