If you manage to get some experience in those languages, try one of these:
IPB (Invision Power Board) >> easy to manage
vBulletin >> relatively safe compared to other board-software
PHPBB >> eh, the worst of them all ^^

Yup, xPureNLx is right, vBulletin and IPB (Invision Power Board) are the two best when you're ready to pay the money for forum software.
If you want to create forum on free software, my favorite is Simple Machines Forum (www.SimpleMachines.org), but PHPBB is also good.
i think i go for the best.
but first i go to w3school.
and hope it will be easy to learn.
