For basic photo editing you have microsoft photo Editor by which you can change brightness/contrast and add a few effects to your pics. Google's new software Picasa is also good for basic photo editing. But if you want to go for the advanced editing then the best software is Adobe photoshop(Believe me!!No software can beat it).
