Registrar / hosting provider least likely to suspend domain and hosting if Receiving False Request?

I'm a manufacturer in a small community, and there is an individual who has been fraudulently preying on members for years. This person has outright stolen from me and many other individuals. The community at large is very aware of them, but they continue to find success preying on new members. They use many aliases to accomplish their goals.

I would like to post a site that exposes these activities to warn these new collectors, but I know this person will attempt to have the site taken down. I also know a lot of providers will acquiesce to such requests rather than perform due diligence.

I'd like to therefore register and host it with the most likely to ignore-DMCA I can find, one who will lean toward protecting the interests of the account holder. Who might that provider be?

Technically, There is no thing like Ignored Hosting because each Registrar is Registered under abuse Contract of ICANN. Thats why, Dark Web is Made. Though, You can Try SkyNet or Other Russians Providers as they are least like to Suspend in such matters.
