Free Solution for Video Hosting?

I want to allow users to upload videos to a website But due to the high cost of video hosting, I am looking for a free solution for hosting videos.

Could I publish video uploaded to my YouTube channel via API? The problem is that if the content is illegal, YouTube will ban my channel.
Is there a solution to this YouTube problem? Is there an even more complex free solution other than using YouTube?

Thanks but not sure if I want to self-host a video solution. Not sure if I have the skill yet. Is there no solution like YouTube that is not self-hosted?
