CGI is an interface for Perl. Perl is a programming language, and to send content to your browser (for example), you need the CGI gateway.
CGI is just a set of rules that says how one piece of software communicates with another piece of software, whereas Perl is a programming language. Any application can communicate with a webserver if it uses CGI and it's rules.
